Yes it's true. It is available. The second beta version of Visual Studio 2008 is now available. It also includes the version 3.5 of the .Net Framework. A "go live" license is also available. To download it, visit http://msdn2.microsoft.com/en-us/vstudio/aa700831.aspx.

The Release candiate of SilverLight 1.0 should be made available in the next couple of days.
